Allow parents to create multiple forms of the same type

Previously, parents were not allowed to create a form if it was already existing and would direct them towards the manage existing forms page. This was done to avoid duplicates of a form, however we came across many instances where parents had to submit multiple forms of the same nature like Student leave form, Bus booking forms etc

We have added a new feature where Schools can decide whether to allow parents to create a new parent initiated form of the type that is already in progress. This can be enabled during the template creation stage of the Parent initiated form

If the above parameter is set to No then parents will not be stopped while creating a new form, if it is set to Yes then they will be notified that they have already submitted a form or it is in progress. By default this is set to Yes for all forms
